Obligatory of zakat (alms) in early Islam was considered only a part of the religious system (ibadat), because the implementation of zakat was an individual obligation in the five pillars of Islam. The aim is to strengthen the faith of the payers (muzakki) in addition to persuading the faith of mu’allafina qulubihim those are not yet strong as well as helping those who defend the Islamic religion (fi sabillah) and so on. However, after the Prophet Muhammad s.a.w succeeded in establishing an Islamic government (daulah Islamiyyah) in Madinah al-munawwarah, zakat (alms) in Islam became part of the Islamic political (siyasat) and economic system (mu'amalat). Therefore in this part, the Islamic authorities or government have the right to regulate zakat collections, accountings and its distributions by paying attention to the aspects of justice (al-‘adalah) such as prioritizing groups those who need really assistance as well as the type of assistance for them and so on. This study aims to see how far the philosophy (maqasid) of implementing the administration of zakat (alms) by the government and to know the history of implementing of zakat in Islam as well as their integration into the lives of Muslim communities in Indonesia
